On 1 October 2026, the Norwegian Ministry of Finance adopted a new regulation (forskrift) specifying which positions and functions result in a status as a politically exposed person (PEP).

The regulation introduces a more precise and exhaustive list of roles considered to constitute prominent public functions, providing greater clarity on who qualifies as a PEP.

The regulation takes effect immediately and obliged entities must apply the list in their AML compliance no later than 1 January 2027.

What the regulation covers

The regulation sets out in more detail than previous guidance exactly which positions and functions in Norway give PEP status.

This makes it clearer for obliged entities which individuals to identify as PEPs.
